The passage of New Mexico House Bill 113 (HB113) in 2025 created the Animal Welfare Program Fund (AWFP). An initial appropriation of $5 million was also approved during the 2025 session. The AWPF is administered by the Department of Finance and Administration (DFA) and makes funding available across the state for critical sheltering needs and targeted programs to tackle the toughest challenges in controlling animal overpopulation and improving animal and community health, safety, and welfare. The fund covers diverse areas, including modest needs for animal shelter infrastructure, equipment, training, supplies, veterinary care, educational materials, and operational support. Funding in the amount of $3 million was distributed to 23 county, municipal, and Tribal entities across the state in October 2025.
