In 2013, with leadership from Animal Protection Voters, the New Mexico legislature created the Equine Shelter Rescue Fund (ESRF) within the New Mexico Livestock Board, the first and only source of state support for licensed New Mexico equine shelters. Shelters provide an essential service for our state by taking in surrendered, abandoned, neglected, and abused horses, donkeys, and mules with no other place to go, and who may otherwise be sent across the border for slaughter. Money from the ESRF helps fund equine shelters through monetary appropriations by the legislature and voluntary contributions from caring citizens of tax refunds.
